3. Filing (Form FTB 4905)

Form FTB 4905 + financial statement + 20% deposit.

If this is you: Submit complete package. FTB reviews similarly to IRS but with stricter standards. Incomplete submissions returned.

4. Post-Acceptance Compliance

5-year compliance covenant similar to IRS OIC.

If this is you: Accepted offer means 5 years of clean CA compliance. Timely filing, timely payment. Default reinstates full liability.
